Who sees your application

An application carries your product, your technology and your plans. Your application is confidential. The consortium members and external reviewers who read it are bound to confidentiality by the Code of Conduct for TEF Partners and the Code of Conduct for Experts (section 3). This page says exactly who can read it, from which moment, and what obligation each of those people is under.

The TEF-Health staff who run the programme read every application on the platform, whichever node it belongs to: the Coordinators, the Front Office agents and leads, and the Node Leads. Everyone else reaches your application through engagement only: a provider sees the applications that asked for one of its services, a reviewer sees the ones assigned to them, and nothing else.

Stage Who can read it What binds them
Throughout You and anyone you added as a co-applicant —
Throughout The Coordinators, the Front Office agents and leads, and the Node Leads, of every node Their institution signed the TEF-Health Consortium Agreement and the Joint Controllership Agreement. Before an agent can take your application, they confirm on the record that they have read the Code of Conduct and have no conflict of interest
Submitted Each service provider whose service you selected, and only those Their organisation signed a Joint Controllership Agreement. Until it has, the platform shows that organisation no customer data at all
Reviewer assigned Two independent reviewers From October 2026 a coordinator admits a reviewer only once the Expert Contract, signed by them and countersigned by Charité, is on record; reviewers admitted earlier signed their contract with Charité outside the platform. They declare no conflict of interest when accepting your application, and again before they can submit their score
Matchmaking and contract The providers you go on to negotiate with The confidentiality clause of the service agreement you sign with them

What a reviewer sees

A reduced form of your application, not the whole thing. They see your company name, country and product, the elevator pitch, the technical description of the AI or robotics system, the technology readiness level and its justification, the unmet need and user needs, the expected impact, the validation and pilot studies already done, and what you need from TEF-Health.

They do not see your financial information, your eligibility declarations and their attachments, your contact details, the prices of the services you selected, or any negotiation with a provider.

What each party signs

Document Who signs it What it covers
Expert Contract, section 9 Every reviewer admitted from October 2026, with Charité Names your submission, the evaluation criteria, your research data, software, business plans and financial information as confidential. The reviewer may use them only for their review, may disclose them to no third party without Charité's written consent, must protect them at least as strictly as their own, and must return or destroy them when the contract ends or on request, keeping at most one archive copy under the same duty. It binds them for the engagement and five years after it ends
Code of Conduct for Experts Every reviewer, on their onboarding form Confidential, impartial and independent work. Defines conflict of interest in detail, including employment, shareholding, family relationships, management roles and work for a benefiting company within the last three years. A reviewer in any of those positions must decline
Code of Conduct for TEF Partners Every Front Office agent, per application The same standard for the staff who triage applications and run matchmaking
Joint Controllership Agreement Every consortium institution and every external service provider The Art. 26 GDPR agreement governing joint control of personal data across the consortium. It obliges each institution to ensure that every employee who touches the data has committed to confidentiality, during their employment and after it ends, and rules out any transfer outside the EU and the EEA

You can read the Joint Controllership Agreement and the Data Protection Information in full. Both are linked from the privacy policy.

The application form's last section asks for two consents, and they are not the same.

  • Privacy consent is required. It covers the processing of your personal data by the TEF-Health consortium for the application, on the terms of the Data Protection Information linked above.
  • Company name disclosure is optional. It covers your company name being passed on for matchmaking, and, if you are awarded a discount, to the European Commission. Leaving it unticked does not affect your application.

Your rights do not end at submission

You can withdraw consent, ask what is held about you, have it corrected, or ask for it to be erased, at any time. The consortium members are joint controllers, so you can exercise those rights against any of them, and the coordinator at Charité is the single contact point. The Data Protection Information names the contact and the data protection officer.
