TEF-Health Reviewers Documentation
Welcome to the documentation for the TEF-Health Independent Review Board. Reviewers evaluate and score applications submitted by startups and SMEs that seek price reductions on TEF-Health services.

Where the reviewer fits in the call process
- Startups and SMEs apply for price reductions on TEF-Health services via the platform.
- Applicants confirm they fulfil the eligibility criteria when they create their application.
- Independent reviewers evaluate and score the applications.
- Applicants and Service Providers negotiate the terms of the service provisioning.
Reviewers only assess the quality of the AI/robotics solution and its fit to TEF-Health. Eligibility criteria (for example, State Aid support) are confirmed by the applicant up front and are not re-checked during review.
Getting started
- Becoming a Reviewer is the first step: the onboarding form, the Code of Conduct and the Expert Contract, and what happens before you are assigned anything.
- Code of Conduct for Experts is the code every reviewer agrees to, clause by clause, for anyone signed in.
- Code of Conduct and Expert Contract holds both documents. It opens once you have sent your request to become a reviewer.
- Reviewing Applications is the evaluation workflow itself: assignment, conflict-of-interest handling, scoring and submission.
- Call-Specific Criteria explains why two applications can be scored against different rubrics.
